Phil believes that, when it comes to policing, the direct approach is always best - the only problem is, if that fails, he rarely has a plan B.
Straight down the line, honest and an all-round good guy, Phil does everything by the book and you'll never catch him doing anything underhand to secure an arrest. His view of anyone who commits a crime is simple: lock 'em up - though he'll make exceptions for children.
After years of trying, likeable lad Phil eventually managed to woo barmaid Gina Ward. The pair were due to tie the knot but, when their baby Daniel died, Gina cancelled the wedding.
The last time we saw Phil, he was left struggling in the middle of the road suffering from a suspected heart-attack after collaring a criminal.
Will Phil survive? And, if so, will he and Gina make it to the alter this time round?
