In the first of a double episode finale to the series, Jack hijacks Pillar's car and makes him drive him to a building opposite the UN. After forcing him to suture his wound, Jack knocks Pillar cold, sets up his sniper rifle and settles down to wait for his quarry - President Suvarov.

Meanwhile, Kayla tells Dalia of Meredith Reed's claims of Russian involvement in Hassan's death and the new Kamistan president immediately confronts President Taylor, who eventually admits to having known. Furious, Dalia refuses to sign the peace agreement, but Taylor threatens a full military invasion of Kamistan unless she does! Dalia is left with little choice and is forced to greet Suvarov when he arrives at the UN.

Chloe discovers Jack's location and enters the building alone to try to talk him down. But Jack is waiting for her and takes her captive, ignoring her pleas to stand down. Then he calls Logan, warning him that he has him in his sniper sights. Logan must bring Suvarov to his office as soon as possible.

Suvarov enters Logan's office and, at last, Jack has the Russian in his sights. Now he can avenge the killing of Renee. But Chloe reminds him that killing Suvarov could spark a nuclear war and Jack, his head bowed, finally sets aside his rifle.

Cole's men are on their way up and, giving the datacard to Chloe, orders her to shoot him so that she's not taken for his accomplice - it's the only way she'll get away. Chloe can't do it but, just as the agents are about to burst in, she gives in and shoots Jack in the shoulder. She eventually reaches the mobile command centre and starts to send the data to Arlo at CTU, but Agent Burke arrives to arrest her and stops the upload from completing.

Logan presents President Taylor with the datacard and suggests the elimination of Jack Bauer - he's just too dangerous. Taylor silently agrees but plays the recording Jack made for his daughter and it makes an impact on her. At the signing of the peace accord, Suvarov and Dalia put their names to the document but Taylor can't do it. Instead, she announces to the delegates that grave crimes have been committed. For a lasting peace, justice must first be served. With that, she leaves the council.

Discovering Jack has been taken, she heads to Logan's office but he's already shot himself. Taylor orders Chloe to find Jack and Arlo's drone soon discovers the agents' van. Jack is about to be executed when a phone rings - it's the President ordering them to release him. She apologises to Jack personally and warns him to leave the country. A lot of people will be after him.

Finally, Jack calls Chloe at CTU and thanks her for all she's done for him. With tears in her eyes, Chloe orders Arlo's drone shut down and, on the CTU screens, the image of Jack Bauer's fleeing figure fades to black...
