In the first of two episodes, Jack Bauer is spending time with his daughter Kim's family in New York. They are moving to Los Angeles and Jack announces he's going to move there, too, to his family's delight.
At the UN building, President Taylor and Ethan Kanin are negotiating a peace deal with Omar Hassan, President of Kamistan, and his brother, Farhad. Hassan has agreed to give up the pursuit of nuclear missiles in return for billions in aid and discussions are nearly complete. Farhad, however, is suspicious of the US. He's also suspicious of his brother's relationship with US journalist Meredith Reed.
Meanwhile, back at Jack's apartment, an old informant, Victor Aruz, arrives. He's been shot and needs Jack to get him to safety - there's going to be an attempt on President Hassan's life! Jack calls Chloe, who's back working at CTU, and director Brian Hastings eventually agrees to bring Victor in. He dispatches Agent Cole to collect him in a chopper but Jack has to get him to the collection point.
En route, Jack and the wounded Victor are attacked by two terrorists, though Jack manages to turn the tables on their assailants, killing them both. But as he and Victor meet Cole on the roof of a building, the terrorist leader, Davros, fires a rocket into the chopper. Victor is dying and all he can tell Jack is that they have someone on the inside, someone close to Hassan...

Dana finds evidence that suggests Reed is part of the assassination attempt on President Hassan and the journalist is quickly brought into CTU for questioning. But Chloe thinks it's all too convenient; someone had entered Reed's building and could have placed incriminating material on her laptop and, though Hastings isn't interested, Chloe convinces Jack to postpone his trip to LA to help her investigate the lead.
At the UN, Hassan confesses to his brother, Farhad, that he's been having an affair with Reed, and then Farhad makes a call... to Davros - he's in league with the assassins!
Meanwhile, Davros has been living undercover as a New York cop and has managed to get himself on the UN security detail. And when his colleague, Jim, won't swap shifts with him, Davros decides to force the issue and shoots Jim's wife in the leg!
