Samir's taxi is quickly discovered by the CTU satellite but Dana disables the drone for 30 seconds to help them escape. Hastings has no choice but to tell President Taylor he can no longer guarantee Manhatten's safety. The rods are delivered to Ahman, the bomb maker, who assembles the device, and Samir calls the President demanding that Hassan is handed over. She has one hour to comply.
With thousands of lives at stake, Weiss recommends complying with the demands but President Taylor refuses; she won't give in to terrorist demands. General Brucker, however, takes Weiss aside. He believes the President's orders are illegal and suggests an operation to turn over Hassan and make it look like a hostage taking. They sneak into Kanin's office and download Hassan's itinerary but Kanin catches them in the act. Kanin tries to call Jack but Brucker bars his exit and takes his phone. Then Kanin suffers a heart attack but is still kept prisoner in his office. Brucker orders Bishop, the head of his black ops team, to take Hassan alive.
Jack and Renee escort the Hassan family towards their evacuation vehicle, but Kanin's aborted phone call makes him suspicious and he orders them back to the UN building. Bishop's team open fire, killing several of the escort agents, but Jack throws smoke grenades and takes out the commandos one by one. He captures Bishop and learns of Brucker's plan.
Meanwhile, Dana tells Samir that the Hassans are being taken to McGuire Air Force Base and the terrorist realizes that President Taylor will not comply with his demands. He calls Tarin, who activates the countdown - they have 15 minutes to detonation!
