Senator Daniel Perrin announces to the press that he's ready to expose the secrets of the Dollhouse and has star witness Madeline Costley - otherwise known as November - to help him. Adelle and Ballard believe Perrin's wife, Cindy, is an Active, placed with him by the Rossum Corporation, but they have no idea why. They realise that they must bring Madeline in and Topher creates a gadget to help Ballard in his mission: a 'disruptor' that can incapacitate any Active within 50 feet.
Meanwhile, Echo is programmed to blackmail Perrin and, when the Senator awakes from a drugged sleep, he finds himself in bed with her. She's filmed their exploits and warns him to back off from exposing the Dollhouse. Perrin, however, realises Echo is an Active and decides to take her to his wife.
Ballard reaches the Perrin household and tries to persuade Madeline to leave with him, but she calls for help and Cindy suddenly appears. Ballard activates the disruptor just as Perrin and Echo arrive in the driveway and the Actives fall to the ground. But Cindy is left standing - she's not an Active, the Senator is! Cindy is his handler...
It turns out that Rossum made Perrin a better version of himself and are using him to pass whatever legislation they want. Though Ballard escapes, Echo and Perrin (who's shocked to find out he's been programmed) are taken to the DC Dollhouse where they are to be dealt with by DC programmer Bennett. She seems to know Echo, too, referring to her as Caroline, and she has a painful reprogramming in store for her...
